The best time is Spring, when you see beautiful sakura, or cherry blossoms. End-March to early-April is the high season; places get crowded and hotels expensive, and the blossoms last for only 2-3 weeks. Early Nov is a good option and the fall colors are almost as pretty. July or August is an alternative, when you see many religious celebrations called Matsuri, but do come prepared for hot summer days.
Expect a 7-day trip to Japan to cost about $1400 to $2200 per person, excluding flights, but including lodging, food, local travel & sightseeing. Good ways to save on expenses include: buying a JR pass for travel, avoiding peak sakura season, using local metro & buses, eating in small Izakaya or pubs & spending a night or two in a capsule hotel. Japan Railways (JR) operates bullet trains all over the country. It offers JR pass, a money-saving option for most visitors. The pass offers unlimited travel on bullet trains, JR-operated local trains & some ferries, and is very convenient. The JR Pass is available for 7/14/21 days for $250-500.
Is it worth buying a JR Pass? It all depends on how much you plan to travel long distance on bullet trains. A 7-day pass costs about $250. A bullet train ticket from Tokyo to Kyoto and back will cost as much as the 7 day pass. If that is the minimum you plan to travel, then consider buying a JR pass. A 14 day pass costs about $400.
It is best to order JR Pass online before coming to Japan. You will receive a voucher by courier which you will exchange for the JR pass when you are in Japan at any JR ticket office. Using this pass, you can make reservations and get train tickets for your whole trip at Japan Rail ticket Offices.
Do not worry if you miss your train, or change your plans. You can travel unreserved on the next train - they are frequent and seats are usually available.
